Hi, I’m Cllr Chris Cater. I’ve lived in Penrhyn Bay for the past 30+ years, raised my family here, have represented the Ward as a County Councillor for 18 years, and now have two of my grandchildren growing up here. 


I believe that Penrhyn Ward’s good schools, beautiful open spaces, and strong community spirit, along with the many shops and leisure facilities, make it a wonderful place to call home.


I’ve helped make many positive local developments happen during my time as councilor so far (see below for details!) 


But I also know that positive developments don’t just happen on their own...

Here are some highlights from my track record:

  • Improved road safety, resurfaced pavements, and better street lighting

  • Landscape and green wedges preserved, and grants won to develop play areas and parks

  • Plans to meet housing needs, have stronger sea defences and improve beach access

  • Created safe Active Travel routes for schoolchildren, pedestrians and cyclists

  • Recycling rates increased, litter reduced, and biodiversity developed

  • Improved facilities and won grants for community groups, centres and the library

This is what I’m committed to making happen for you over the next five years:

  1. Improving road safety further (new mini roundabout, more Active Travel routes)

  2. Protecting residents’ houses and the sandy beach via Coastal Defence 

  3. Keeping council tax low compared to our neighbouring counties

  4. Ensuring schools have enough funding, and the best teachers and facilities

  5. Maintaining playgrounds and further improving play equipment

  6. Pushing the green agenda to make our carbon neutral goals happen

  7. Keeping our streets clean, and ensuring recycling and refuse collection is reliable

  8. Prioritizing safety and security, and continuing to tackle antisocial hotspots

  9. Preserving the distinct, vibrant villages of Penrhynside, Glanwydden and Bryn Pydew

  10. Supporting community hubs, centres, and clubs to continue thriving and developing

A WEALTH OF PLANNING EXPERIENCE

I know that what’s built in your community - and where! - matters, and have been a member of the Conwy Planning Committee for 18 years. (I was also Chairman for 3 of those years).

I’m extremely familiar with planning rules and policies, and know how to effectively debate and propose solutions in meetings — guiding other members to make decisions which won’t lead to expensive and unwinnable planning appeals that are a waste of your council tax.

I can advise you on what will meet planning rules or not, and am able to quickly offer knowledgeable consideration of the viability of planning proposals that matter to the community, as well as suggestions for amendments.

(A big success of mine was winning a Planning Appeal to keep Winllan as a Green Wedge between Penrhyn Bay and Glanwydden!)

TRUSTED ADVOCATE FOR THE COMMUNITY

Thanks to my nearly two decades of experience as a County Councillor, I’m in a position where if YOU have a query or problem, I immediately know who to talk to in order to solve it (and they usually know me well and listen to me!)


As a long-serving Council member with excellent attendance (80%+) at Council committees, Task & Finish Groups, and meetings, along with no political party affiliation to create drama or friction with other Council members, I am well-respected and my input counts and is valued by other Councillors.


In addition, I make it a major priority to be available to listen to members of Penrhyn Ward. I live in the middle of Penrhyn Bay, can often be found walking my dogs locally, taking my grandchildren to the playgrounds, and shopping in the local stores. I am always approachable and available via email or the phone.

PLUGGED INTO THE BIGGER PICTURE

For the past 3 years, I have been a Conwy County Borough Council Cabinet Member. For my portfolio responsibilities, I’ve overseen and monitored the Corporate Plan for what Conwy Council’s priorities should be from 2022-27, when it comes to issues such as the local economy, residents’ safety, education and skills, mental health, social care, and climate change.

I was also responsible for the Community Support Service in the Covid-19 pandemic, ensuring that residents throughout the County could rely on food and prescription deliveries by redeployed Council staff during lockdowns. Plus, I've supported Welsh language and culture (e.g. I founded the Council's Grŵp Llywio'r Gymraeg.) 


This experience means that I know what is going on not just in my ward but in the entire county. When advising my constituents, I therefore know how to plug local needs into the bigger picture in the most effective way for them to get solved and addressed.

I've worked as a vet in my practices in Craig-y-Don and Llandudno Junction since I was 24 years old, have judged many, MANY dog shows in the Llandudno area, and know how to cope in stressful situations, show care and compassion, and be a good listener to my clients as well as constituents.
